The rest of the Oberliga teams were sorted into the new German Football System, the Die Liga – Fußballverband, "The League – Football Association," an independent entity that manages and organizes national competitions jointly with the DFB Federation. The DFL Deutsche Fußball Liga represents the 36 professional clubs in the top two leagues of German football. As a result of the German reunification, East German DDR-Liga teams were merged into the Ligaverband system, with Dynamo Dresden and F.C. Hansa Rostock joining the top tier.

The season is played between the months of August and May, where each club plays against each other twice, at home and away, in a double round-robin format, for a total of 34 matches each, with the usual three points per win, one point per draw, and no points per loss. All teams are ranked by points, and in case of a tie in points, by the goal difference, goals scored, head-to-head score, goals scored in the matchup, away goals in the matchup, and total away goals in the season. A tiebreaker match played at a neutral venue would decide the final placement in case of a persisting tie that would define the Championship or the qualification to other competitions.
